My sister moved from Oregon in January. Due to health issues her car registration has lapsed. She can't renew online, is there an easy button here?

Is there an independent DMV shop like we have here in California ?

They do lots of things for you ,

Maybe send your sister the forms she needs to sign ,

I am not sure what this means. Have her take the title to the dmv in her current state and they will deal with Oregon.

I transferred quite a few out of state cars and never had to deal with the state’s dmv the car was coming from.
