I would have to guess that the doc is making an attempt to avoid whatever happens to pregnant girls out of wedlock under Sharia law, based on the article. Or given the likelihood that nobody will buy it, a protest of sorts.
The doctor misunderstanding the likelihood of virgin pregnancy seems an unlikely explanation.

Actually, a case very much like this did happen here in the US just a few years ago. She gave him a BJ, then stuffed it up afterwards, resulting in pregnancy.
She sued him for paternity, he countersued that they had not had intercourse, so he wasn't liable. Court ruled it was his seed, even if he didn't plant it.
I can very much see a similar thing happening here. Or the more obvious.
