It is just not worth the risk.
(Harsh, I know. However, I have broken helmets on Skis and on Bikes that saved my life. Both times I was travelling less than 15 mph).

Re: helmets.
You're right, and I usually do wear a helmet. We based our decision on the walking-speed traffic downtown, then realized that most of the roads were actually pretty fast.
We're in Traverse City now, today we're going to be spending lots of time at the beach with some old friends. And by old I mean really old. Like, Mom and Dad used to stick the labels on your magazines with them old.

On your drive from Harbor to TC, you likely passed through Charlevoix. There, just overlooking the downtown, is this boat house, asking $6.9 Million
I think it originally sale price was more like $14M.
Its original owner and builder was the head of Four Winns Boats.

I saw a show about the restoration of one of the old cars that used to be used for tours of Sleeping Bear Dunes. Pretty interesting piece of automotive history.
