I think he's saying the car needs to go to a new owner. I say that because the "b" is next to the "n" on a normal keyboard and this fellow doesn't seem to be highly detail oriented.
It's the standard craigslist ad for car where the current owner writes "needs to get sold" or "needs to go", like the car has a list of current requirements. What he's actually saying is "I've made a lot of curious decisions in life and right now some additional money in my bank account seems like a solution to current issues I'm facing".
Perhaps the 5 speed has been "solid"
If you do feel like lowballing him, may want to make sure you're not buying someone else's stolen property. A $1400 E46 with large parts missing that was previously heavily modified seems sketchy to me.
