Difference is most Steelers fans you encounter outside the Pittsburgh area seem to at least have some connection to the city, even if it goes back a generation or two. Most Cowboy fans outside of Texas, on the other hand, probably couldn't find Dallas on a map, let alone had ever been there or had any connection to the city at all whatsoever. The only defining trait seems to be that they are generally among the more smug and less intelligent people you are likely to encounter within a given geography. I like this thread

That's because Cowboys fans from Texas never leave, and those outside Texas want to be from Texas and that makes them insufferable.
