Can you guys tell what engine this is by the picture? He was told it was a "455 with 400 turbo", owner bought the car and doesn't know much about it and now wants to sell it. I like 70 skylarks.

IIRC the Buick V8s of that era are visually identical, so by sight a 350 cid looks just like a 455 cid. I'd look for an identifying number on the block and check to be sure. The 455 is worth more and is a torque monster.
The Turbo 400 is the transmission.
If that car isn't full of rust, it looks like a decent deal. Get the GS hood--- those are bitchin!
Well, here's an image from Car Craft that's a 455 in a '69:
They look pretty similar to me, but I don't know if the 400 or 430 were an option.
Here's another shot of a 455, this one from Wikipedia:
If it is a Buick 455 it should have the serial number stamped between the first two spark plugs on the driver side and it will have 455 stamped on the bell housing flange. If it is a 350 the serial number will be on the front of the block below the driver side cylinder head.
Hmm, I can't tell. I'm going to get some pics of the underbelly of the car before I make the drive out to see it. If it's a 455 and doesn't look like a rust bucket (which it probably will turn out to be knowing my luck), I'll take it!
Joe is correct. Look for a casting number on the very back of the engine block. Here's a guide: http://www.buicks.net/shop/reference/bigblock_casting_numbers.html
i may be over in charlotte this weekend if you want me to check it out for you. dont know where youre from....
I'm from Raleigh. I wouldn't mind meeting you to check out the car together! I don't know enough to make a proper assessment. I just got a lot of pictures of the car, I will upload it to an album and post here.

From my amateur view; the current paint job is cheap because I can see it bubbling on rust spot and it's probably rusted a bit underneath BUT the underside looks pretty clean and so does the interior. I've been shopping since January for a car and everything in my price range even up to $5k to $6k has a crappy paint job with a rusted body underneath, always the same story. But this seems special if it's a 455, vroom.
i see rotted quarters and front fenders, trunk looks sketch, and the rear glass area has mud in it. probably rotten. ill meet ya if you want. give me a call at 828-260-1254 when you set something up with the seller and ill see if it works for me.

If you're just looking for a cheap, classic driver with a big block, i dont think you can do much better than this for the money, especially if you talk him down a few hundred.
That's all i really want. Something that can be driven to my work 10 minutes away, make a lot of noise, and anger / impress my girlfriend.
If it has a TH400, it probably at least started life as a high displacement car. You can ID a TH400 by the pan shape, looks sort of like Texas.

Your girlfriend would be impressed by a loud, angry, big-block car?
Also:
Most excellent...
Use the above trans id picture but to make it less confusing use the two labeled "TH350" and "TH400". Ignore the rest...
video of engine running, if anyone interested
