Long story. I bought a custom paint by number kit a while ago without realizing that they are shipping from China. They assured me that they would make Christmas, then today they changed their mind.
Is there any way to DIY this with no skills and no software? I would be willing to pay a board member pretty dearly. It was a nice family photo on a canvas.
Hmm, the most straight forward way of doing this is to create a limited color vector file out of it by image tracing it. The conversion will attempt to convert the image into shapes filled with (now a limited set) of colors. This is VERY easy to do in illustrator, but only allows 3, 6, or 16 colors. There are also low and high-res conversions with a sort of random number of color outputs. The conversion can be manipulated a bit by altering the base art. E.g. by smoothing the image, or putting more contrast into it (reducing colors).
You would then have to remove the "fills" in the shapes, create an outline for each, while documenting the color profile of each "fill".
I suspect the company that does this, is doing that.
Not sure how you deal with creating the proper colors for each fill area though. In you case they would have to custom mix each. I am guessing the company makes custom small paint batches (?!)
Depending on how complicated the pic is, will affect the difficulty. If you want to shoot me the image (though IM), I can take a quick shot at it. I cannot make the paint for you though!

Easiest way would be to cross reference here: https://www.easyrgb.com/en/match.php
You can use the "settings" before processing the image to restrict the color options to those you have available by denoting RGB using this format:
