To be clear most of this (from my experience) is a case of improperly classifying something. Its not that a lunch order might be capable of communicating info in large enough quantities, its that someone was bulk classifying stuff and its a whole lot easier to mark something classified than it is to determine it shouldn't be.
As stated earlier, nobody gets fired for over-classifying.

The difference between the events involving the last two guys is that one of them knew where the stuff was, and kept it secure the entire time, the other one did not. The one that did not certainly violated the law, the other one, apparently not. The double standard is pretty striking.
The difference is that one of them was hounded for years to turn the documents in, and the other found the documents and immediately and voluntarily handed them in. Then they (or someone did) went and found some more and got those turned in
This is not an accurate characterization of what happened, and I am out
I vote to shut this down.
I think it's run it's course. There's really only one person stirring the pot. Everyone else has been good, no mention of this party or that party, as it should be.
