Yeah. As an electrician, I don't understand why people take photos of images on phone screens either.
Wow. That is unusual. It does appear to be safe, as long as nobody tries to plug anything into it and make contact with the spring. Stupid. Wonder if was done just as a prank?
Obviously, if the door stopper wasn't there, whatever was plugged into the receptacle would bear the brunt of an enthusiastic door opening. The stopper prevents that and may even have a nice self-defence mechanism that will dissuade anyone from toying with it.
