This random thing was in truck bed drawer box that I recently got. Any idea what it would have been for?

Going to need more pics and description of where it starts and ends.
Is that a pivot point at the bottom near the three bolts?
Is the long rectangular bit that may or may not have a pivot at the bottom welded to the motor bracket?
Was the truck some kind of municipal or construction vehicle?
As a first wild guess I I think it could be a device for waving a flag. Plug it in and see what it does.
So if the angle iron is mounted to something, the motor raises or lowers the black surface. Does not look like the arm on the motor could complete a full revolution.
That's a power window motor, and if my hunch is correct it's from a 1st gen Ford Taurus.
The rest of the setup looks like it was pulled from a set of retractable RV steps & someone was trying to make *something* out of it.

I think you're right, DIY retractable step.
But it looks hilariously fun. Make it go! Make it go! Bolt it to something!
That is a gen-u-wine spoiler angle changer thingy. Or a slow motion ejector seat actuator.
But with the accompanying grass clippings it may be something off a commercial mower deck.
Like so:

Funny, I was going to say it looked just like the power window motor out of my Impala SS... which is totally plausible. Manufacturers often shop the same parts bins
