Its some goofy looking whip thing dangling from the right side grip. Trans_Maro alluded to it being call a "get back whip." Is this real? I've just started to see it an out a year or two ago.

The whip thing is really common here in the southeast. Knowing how good most of these guys are at bike control I really want to grab them as they cruise by and hang on just long enough to snatch the bars around.
THe throwback chain thing makes sense, but it seems like I heard some BS about it being a leash for their women back in the day. Which seems like BS, as stated.
