Why would a replacement lamp assembly NOT come with the mounting studs? I understand a gasket not coming, but you can't even mount them without the studs (which aren't even available separately)

That's mental. I'm so sorry.
Because 20¢ saved per unit X 100,000 units is $20,000.
They are a molding shop failure as those stud are placed in the injection mold and overmolded during the mfg of the lenses. You'll crack the bosses if you try and install the old ones into these lenses and then you're stuck with them. Send em back.
Exactly QC failure. If there is any in China.....
